Allowing Windows Phone App to change lockscreen background

In order for the app to change the lockscreen background, your app need to tell the OS that it is a lockscreen background app provider. To do this, you need to add the below extension right after the token area in WMAppManifest.xml.

<Extensions>
      <Extension ExtensionName="LockScreen_Background" ConsumerID="{111DFF24-AA15-4A96-8006-2BFF8122084F}" <br>      TaskID="_default" />
 </Extensions>

Permission from the user is required before the Windows Phone app is able to update the lock screen background.
If you’re not the provider, this call will prompt the user for permission.

                if (!LockScreenManager.IsProvidedByCurrentApplication)
                {
                    await LockScreenManager.RequestAccessAsync();
                }
